Greta Soos is a Senior Planner with the City of Sacramento, where she leads long-range planning and housing policy initiatives. She managed the City’s 2021-2029 Housing Element update and currently oversees a broad range of housing policy development and implementation programs. Her work focuses on expanding the supply and diversity of housing in Sacramento, with an emphasis on affordability, equity, and sustainable neighborhood development. Prior to joining the City, Greta worked at the Governor’s Office of Land Use and Climate Innovation, where she supported the launch of the Integrated Climate Adaptation and Resilience Program. She holds a B.S. in Environmental Policy Analysis and Planning from UC Davis and is a certified member of the American Institute of Certified Planners (AICP).

Tamika L’Ecluse is a Sacramento-based community leader, former educator, and
housing advocate serving as Executive Director of the Sacramento Community Land
Trust. Her work focuses on expanding access to affordable homeownership and
preserving housing stability in historically disinvested communities.

With over two decades of experience in education and community development, Tamika
brings a grounded, community-first perspective to housing policy and implementation.
She currently serves on the American River Flood Control District Board of Trustees,
where she was first appointed in 2019 and elected in 2020, advocating for equitable
infrastructure and resilience investments across Sacramento’s neighborhoods.

Tamika has held numerous leadership roles across local organizations, including the
Oak Park Neighborhood Association, Sacramento Investment Without Displacement,
and the Sacramento Women’s and Girls Advancement Coalition. Her work is rooted in
coalition building, public policy, and expanding pathways to ownership for residents
traditionally excluded from the housing market.

Through her leadership at the Community Land Trust, she advances models that
separate land and housing value to create permanently affordable homeownership
opportunities, helping stabilize communities while addressing Sacramento’s housing
affordability challenges.

Katie Hanten is a licensed Civil Engineer based in Sacramento, California, with over 14 years of experience in the design and development industry. She has led site design for more than 50 ground-up and redevelopment projects across California, bringing a comprehensive, execution-focused approach to both engineering and real estate.

In January 2022, Hanten founded Vertical Pacific to focus on high-impact development initiatives, including small-scale housing solutions, workforce housing, adaptive reuse, and mixed-use projects. Her work is centered on community revitalization and delivering practical, scalable housing that addresses local needs while creating long-term value.

Hanten is an active leader in the Sacramento real estate community, serving as Chair of the Urban Land Institute’s Sacramento Housing Committee. In 2024, she was recognized by Comstock’s Magazine as one of Sacramento’s Top 10 Professionals Under 40.

Bruce was the owner and principal of Monighan Design, an architectural design practice founded in 1982 with diverse project experience throughout California, the United States, Asia, and Latin America

He is currently the City of Sacramento Urban Design Manager where he oversees citywide design review and preservation and is responsible for design policies and provides urban design guidance for the City General Plan and Climate Action and Adaptation Plan.

He has been a key member of the Long Range Planning effort in the establishment of the City’s Missing Middle Housing program that enacted the Interim ordinance in September of 2024. He is a key participant in group working on the permanent ordinance.

In 2025 Bruce celebrates 53 years in architecture and 45 years as a licensed architect. He was the owner and principal of Monighan Design, an architectural design practice since its founding in 1982 and closed in 2019. Bruce has a diverse project experience throughout California, the United States, Asia, and Latin America and held as many as 32 State architectural licenses and is nationally certified through NCARB. He has also held certification by the State of California as a Certified Access Specialist. He is currently in his 15th year on the Design Review Advisory Committee for the County of Sacramento.

In November of 2014 Bruce joined the City of Sacramento Community Development Department, Planning Division as the Urban Design Manager as a way of advancing his interest in large scale policy making, regional sustainability policy and “city building”. As the Urban Design Manager, he oversees citywide design review and the City Preservation program and is responsible for planning codes related to historic preservation, design policies, design guidelines, provides urban design guidance for the City General Plan and Climate Action and Adaptation Plan.

Bruce has been active in the community and public agencies and has served on Boards and Commissions related to design and planning in the region. He previously served as a member of the Rancho Murrieta Design Review Board, he is currently in his 15th year on the Design Review Committee for the County of Sacramento and served for 5 years as a member of the SHRA Alkali Flat RAC.   He previously chaired the AIA Central Valley Urban Design and Public Policy Committee, the joint AIACV/Environmental Council of Sacramento, the AIACV “Smart Growth Leadership” program and the AIACV Soul of the City Public Dialog Committee Chair.  He has served as a design juror for the AIA, the Coalition for Adequate School Housing (CASH School Design Awards), and the Retail Design Institute.

Bruce is a California licensed Architect and is National Council Architectural Registration Board Certified.
