National Context

  • Supply vs. Demand: Insufficient housing supply relative to demand drives prices up.

  • Underbuilding: A decade of underbuilding since the Great Recession exacerbated the issue.

  • Millennials: The largest U.S. generation is entering the housing market.

  • Zoning Restrictions: Restrictive laws hinder housing development in job-rich areas.

  • Labor & Material Costs: Skilled labor shortages and material price spikes further limit construction.

  • Effects:

    • Affordability crisis: Housing shortages fuel rising costs.

    • Cost-burdened families: 70% of low-income households spend over half their income on rent.

    • Homelessness: A direct consequence of the shortage.

California Context

  • Historical Housing Boom (Post-WWII): Economic prosperity, affordable military mortgages, and migration to suburbs fueled housing growth, with 40M homes built from 1946-1975.

  • Current Housing Crisis:

    • Housing Shortage: California has been short 3–4M units since the 1970s.

    • High Costs: From 2020–2024, housing costs rose 75–80%, far outpacing wage growth.

    • Low Homeownership: California has the second-lowest homeownership rate in the U.S., with young adults and minorities most affected.

    • Supply Chain & Inequality: COVID-19 disrupted supply chains, and real estate speculation contributes to inequality and declining homeownership rates, now at their lowest since the 1940s.

Brief

Team Composition:

Teams must consist of 2-5 members.

Open to students and professionals in architecture, planning, and related fields.

Professional licensure is not required for participation.

Participants may submit designs in one or more of the following categories:

Modular/Offsite Construction Award – Recognizing innovative prefabricated or modular solutions.

4-Pack Award – Best design for a four-unit configuration on a standard lot.

Micro Unit Award – Best design for small-footprint, high-efficiency units.

Garden Award – Best cluster or courtyard-style housing solution.

6-Pack Award – Best design for a six-unit housing configuration.

Townhome Award – Best missing middle rowhouse or townhome design.

Alternative Award – Mansion Apartment or Conversion – Best adaptive reuse or larger-home conversion strategy.

Design Requirements & Constraints

  • Participants will choose from designated lots (e.g., corner lots, red zones). Further details will be provided.

    • Max 35’ (basements allowed).

  • Must comply with Sacramento zoning regulations; specific guidance will be provided.

  • Designs should target moderate-to-middle-income households.

  • Designs should emphasize cost-effective, marketable solutions.

  • Consider energy efficiency, material sustainability, and resilience strategies.

  • Design Drawings

    Site plan, Floor plans, Sections, Elevations, and Renderings

  • Written Narrative

    Explanation of design intent, Affordability strategy, and Community impact

  • Pro Forma Analysis

  • Financial Feasibility Study

    Estimated cost to build (including hard and soft costs).

    Rental comps and median home price analysis.

    The jury panel will review all submissions from competitors. The review process will take a few weeks, and results will be announced thereafter.
